In all honesty, Terry, the ONLY reason that
comes to mind is a request for same from
BOTH sides of a particular case, in the
form of a stipulation. In other words,
it might tbe some "private" matter, which
should remain "private" under the Law that
defines privacy to be a fundamental Right.
Thus, publishing the decision would constitute
a violation of the parties' privacy.
I do believe this is one of the many reasons why
the IRS has been so difficult to crack, because
they are protected by the contract law which
insulates trusts. I have reasons to believe
they are actually a 3-tiered trust, of which
Trust #62 is only one of those 3 tiers.
For example:
41. The principals of this trust are prohibited
from disclosing any pararaphs of this indenture,
except for paragraph 41.
