I know what you are saying here, but I also do
think we must face the legal reality that has
arisen from the need to govern the federal 
zone.  The Constitution makes Congress the
exclusive legislative authority for that zone.
Unfortunately, Congress has interpreted 
"exclusive" to mean "unrestricted."  I do
believe that the Downes Doctrine is one of
the root causes of this unlawful attitude 
which is sweeping the nation;  thus, I have
applied what pressure I can, to the differences
between the two classes of citizenship, knowing
that, in the last analysis, I would win by
demonstrating how these obvious differences
violate a paramount and fundamental principle -- 
equal protection of the Law.
