Protest has never been illegal, so ...
the adjective "illegal" MUST modify the 
noun "tax" for this phrase to survive
the obvious constitutional challenge,
providing a telling admission on the
part of our vaulted Congress of something
many Americans have known for a long time --
the tax is illegal, not the protest, and 
certainly not the protestors.
