Submit a FOIA request to the FTB, for a certified
copy of their Agreement on Coordination of Tax
Administration, consummated with the Commissioner
of Internal Revenue. If they tell you they are
not subject to FOIA, you may then infer that
they are claiming to be the de jure (lawful)
government of California state. If they answer
the FOIA, they are telling you that they are a
de facto regime which is subject to the municipal
laws of the District of Columbia, of which the
Internal Revenue Code is the most notorious
example. In either event, the State Information
Practices Act can be used to compel production
of this contract, which is fraudulent on its face
because it defines "IRS" as an entity within
the U.S. Department of the Treasury. Nothing
could be further from the truth; for proof positive,
read Title 31 of the United States Code three (3)
separate times, then you will have become a witness
to a U.S. Code which has been enacted into conclusive
evidence of the law. See also the Supremacy Clause.
