Dear Connie,
One of these OFFER's should go to each individual
who has harmed you criminally, by depriving
you of your fundamental Rights.
After you have enumerated the ones who will
receive this Offer in Compromise, then you
will sum up the total amount across all offers,
and you will make a similar Bona Fide Offer
in Compromise to the City of Hermosa Beach,
for this total amount. The City Attorney is
the officer authorized to accept service of
process in all legal matters affecting that
City.
For example, if 5 City employees receive this
offer, you would then serve a similar Offer
upon the City of Hermosa Beach, Attention:
City Attorney, for 5 x $$50,000 = $$250,000.
We use double dollar signs ("$$"), because
they must pay you in lawful money, and the
current exchange rate for FRN's is about 7-to-1 (+/-).
Thus, $$50,000.00 in lawful United States Dollars
is about $350,000.00 in Federal Reserve Notes!!
Their attorneys are probably too dumb to realize this,
but that is the main reason why we word the Offer
in the precise manner that we do.
You can, if you want, accept $50,000.00 in FRN's,
and do so "Without Prejudice"; this will preserve
your Right to recover the rest, in whatever quantity
you consider equitable. Remember, we are working
towards a settlement agreement here, and evidence
of such a settlement agreement can be filed in
any court which currently has jurisdiction over
the matter, pursuant to the Full Faith and Credit
Clause.
I can show you how to demand mandatory judicial
notice, for any matter of fact which you might
wish to introduce into your case(s).
Please retain all CAPITALIZATION, and please also
italicize BONA FIDE, because it is Latin. The
heading below is ALL CAPS and also in bold-face
type. This BOLD CAPS renders the caption
CONSPICUOUS (can't say it was fine print).
As soon as possible, get a bunch of green
Certified Mail receipts (PS From 3800), and
keep them around so you can put the serial number
into your word processing document; in that way,
the number becomes a permanent part of the document,
if you need to print it multiple times. When you
are happy, set the Read-Only flag on each document,
so that you will be discouraged from altering these
documents, after they are mailed. Clerical changes
can be made by saving the updates to new files.

amended, provided that you make restitution to compensate Me for
damages inflicted to date, by paying immediately the certain sum
of fifty thousand lawful United States Dollars ($$50,000.00),

an eyewitness and Personal victim of your criminal conduct, and I
will proceed to take appropriate steps to exercise My fundamental
